I had the good fortune of meeting Carroll in June of 1969. He was my training officer as a new Trooper right out of the academy. Carroll was true gentleman and above all a perfect example of every thing a Virginia state trooper should be. I enjoyed our time together and he taught me a lot. My heart goes out to his family and friends. He will be missed by all that knew him and I am so thankful I worked with him and knew him for the fine person he was. God bless his loving family.
